MESSAGE FROM H.E, GOVERNOR OF DAB AND HONORARY MEMBER OF AFGHANISTAN BANKS ASSOCIATON.

The Afghan economy is making a resounding progress in economic growth and development , emerging from the economic collapse and disintegration of social fabric that was caused by the prolonged war .The massive rebuilding exercise that is currently underway in our country has probably no parallel in the human history.

One of the crucial building blocks in this process of reconstruction is the development of the financial sector in general and that of the banking system in particular .The Da Afghanistan Bank – as the central bank of our country, is the guardian and promoter of the Afghan financial system. We have made remarkable progress in a short time to refashion the DAB as a modern central bank. The basic financial sector legislation has been enacted .The essential central banking functions of monetary policy, financial supervision, and management of foreign exchange reserves have been established while a world class payments system is being put in place so as to re-unite the country internally and re-integrating it with the global economy.

The banking system is at the nucleus of the Afghan financial sector. The DAB has authorized Thirteen (14) licensed and permitted banking organizations based on the globally acceptable criteria of financial strength and sound management. The DAB has laid the foundations of a strong, dynamic and competitive banking system that we all must harness.

The Afghanistan Banks Association (ABA) has an exceedingly important role to play in this process of widening and deepening of the banking system in our country. As a premier body in the arena of banking, it has been providing a very useful forum for consultation and collaboration among the banks on one hand and with the central bank on the other. Sustaining the momentum of economic growth and improving the standard of living of the Afghan people would require an efficient and equitable process of financial intermediation, which is a challenging task. I am sure that the Afghanistan Bank Association (ABA) will rise to the occasion in fulfilling its mandate at this critical stage of development of our country.

Yours Sincerely

Noorullah Delawari
Governor Da Afghanistan Bank (Central Bank)

Message From the Chairman of ABA:

The banking community in Afghanistan has grown over time and meanwhile the association counts ( 14 ) members consisting of (3) tate owned commercial banks,( 6) full fledged commercial banks and (5 ) branches of foreign banks.

Over the past two years ABA has evolved into a mature association that participates in numerous meetings, seminars, conventions etc. where issues concerning the improvement of the financial sector in Afghanistan are being discussed and shaped. From specific banking issues like capital adequacy and anti money laundering regulations to the introduction of new tax laws, ABA participates in the discussions and its opinions are being taken into account.

I wish that Board of Directors of ABA will ensure that the association will continue to flourish and sound as the “Voice of the Banks’ in monetary issues with the sincere objective to contribute to the welfare of the nation and its financial system.

Best regard
